make a package for an application

We use the SDK 2.1 to develop an application which deal with receiving SMS message with Visual Basic. This application is working. We make a package to install this application in other computer, but we got problem on creation of the object "SMS_SuiteAdapter".
the line in the code was :
Set puSMSSuiteAdapter = New SMS3ASuiteLib.SMS_SuiteAdapter
We got an "automation error".
we checked which files are connected and registerd for this object and we found out that the file is "sms3as.dll" .
Can someone tell us what should do to fix this problen?

You need the SDK installed on any computer you want your application to work on.
