Downloading versus install/stream

How can I put a link to a java midlet or another media file and insted of installing/streaming the file to the users phone, simply download it giving the user a choice to install later on?

You can use Sun Microsystems JAD for Java and COD or OMA Download OTA also for other content types.

I read Oma download spec and nokia ocd download spec.
but I can't use cod and dd file.
How to use it ?
just give the link to cod/dd?
but neither s40 nor s60 can recognize cod and dd file!
can you help me out?
