why cannot makesis?

Hi,
In command line under group directiry, I type makesis saex.pkg
It shows:
saex.pkg<14>:error:file not found

And this is the line:
"c:\symbian\6.1\Series60\Epoc32\release\armi\urel\saex.app"-"!:\system\apps\saex\saex.app"
"c:\symbian\6.1\Series60\Epoc32\release\armi\urel\saex.rsc"-"!:\system\apps\saex\saex.rsc"
; "saex.aif" - "!:\system\apps\saex\saex.aif"

How come? I also tried to use thumb\udeb to replace armi\urel, but still didn't work.
What should I do to make the sis file?

Before using makesis ,I did this :


abld build armi urel


But ,When I makesis ,I have the question with you?
