Send OTA settings

Hello,
I have Nokia Activ Server 2.1 installed on Sun with JRE 1.3.
I configured an SMS bearer (SMPP v3.3 Bearer Adapter) and have it in running state.
I have activated the PUSH FUNCTIONALITY ALLOWED and checked the NO PREFIXES SPECIFIED.
I defined the GSM/SMS/GSM_MSISDN network type
I also checked ENABLE OTA TOOL...
Using the HTTP interface, I have configured a WAP configuration.
When I send it to an MSISDN, It says "OK the configuration has been sent".
On the SMS-C I get binding information, so I can confirm that the SMS-C and the OTA tool are responding each other.
But on the SMS-C I can't see any Submission of SMS.
And obviously my phone does not get any configuration set.
I an expecting an interesting response ASAP.

Hello,
I actually found the solution by myslef.
But now, I am facing another problem : some phones get the configuration set or bookmarks (Nokia and ericsson phones) others don't? What should I do now?

I am sending the configuration to mobiles.
It's working on Nokia 8310,6210,6510
It is also working on Ericsson T68, T68i, T39M.
When I try to send the configuration to Siemens phones, they get 3 sms which cannot be understood by the phone.
When I try on the Samsung SGH-T100, the mobile don't even get the messages.
I know OTA provisioning is not possible on SAGEM devices, I requested the other manufacturers about the way the set the provisioning.
For pushing a message, I guess you need to use the Nokia API and/or Nokia ActivAlert.
I am open to every single useful information about all that stuff.
