help thai chars

Hi,
I need to create wml pages to be browse in thailand.
All pages i have created so far does not work in thai.
in english is ok.

i am using header: Content-Type: text/vnd.wap.wml;charset=UTF-8

Using unicode char table code 0E: is ok for my phone,
but people in thailand is not able to see this page.

I have checked one thailand wap page which work for them,
it is : wap.siam2you.com

In this site, the first sentence is:
พรุ่งนี้ โหลดฟรี 1 ครั้ง

in my phone is shown in a different way.

what is this code above?
How can I pass thai text into this code?
