about another picture message question

if message text support unicode charset.my UDH as follow:
"0B0504158A000000030102013004000400730074"
and I can receive the picture ,but the text does not show.
why? Please help me.my phone is 8250

I was able to send picture message including unicode text to my 6310, (I dont have 8250 available right now). My header string is something like this (+ some data):
0B0504158A000000036703013000000648656C6C6F2102010000481C01000000000000000000000003F
