8-bit SMS file format

Can someone tell me what file format shlould i saved in order for mi to send an 8-bit SMS to phone via Nokia 6110.

I have tried both UTF 8 and Big Radian already.

Can someone tell me if the Nokia 6110 support the AT+CMGF=0 that is to turn the PDU mode on so as I am abale to send the 8-bit SMS out.

However as mentioned in the document that i just need to
AT+CMGS = <length><Enter/ Carriage Return>
><PDU Data><Ctrl+Z>

but it keep on giving mi error whenever I try to do the first setp that is:

AT+CMGS= <51>
>Error

Did you enter bracket sign also? Try AT+CMGS=51.
