possibilities with Symbian

1. With Symbian C++, we can get the Cell ID which is an integer but how this integer is mapped to the location string which appears on the screen of mobile phone all the time????
2. Are the Cell IDs unique in one city?
3. Is it possible for 2 operators ( like Vodafone and AT&T) to have same cell ID in same circle( for example new york or dallas)?
