Does somebody know if exist a "Latinoamerican/spanish" group doing something?

I would like to start developing/supporting apps in Spanish.
I could provide free hosting (sponsor) with pop3 for this spanish forum.

I have an appliction which is SMS based and It is internationalized application developed on MS DOT NET platform.
we can localize it to Spanish our application is already running in some of local banks.
