external applications using the Series 60 Symbian SDK??

hi all. Can the Symbian SDK be used to develop EXTERNAL applications FOR the Series 60 phone emulator, or just INTERNAL applics ON the emulator? Can the phone emulator interact directly (or at least remotely),-itself or through Symbian C++ applics-, with a Java filtering applic, emulating the MMS sending/receiving process ??
