CO message can be sent only after connection has been established b/w Client and Server. For this client has to initiate a connection. On reception of connection indication, server will respond with connection response , that will be received by client as connection confirm.
Now user can send a CO message , that is typically known as Method Invocation request. For details u can refe to WSP specs on WAP FORUM.
