SDK to develop Firewall Application for Symbian using C++

Hey Experts,

Does any body know where can I find the SDK which I can use to build the Firewall like application for the Symbian OS using the C++ language. It seems to be impossible to build such type of application using the publicly available SDK (I'm using "S60_SDK_v21c_CW.zip" for developing on series 60 platform), since the required API's are not exposed.

So could anybody help me out from this situation of finding the SDK, Will subscribing to the Symbian's "Platinum Partner Progam " Help ???
