How can I get Symbian 9 for CW 3.0

I could get the Symbian 9 development environment without the phone SDK from Nokia. As I heard the Series 60 SDK that support Symbian 9 will not be available for at least several months. I want to start working with the publically announced Symbian 9. I understand that I will not have an emulator to test my code on it, but that is fine for now.
I want the API and some documentation to them.
Can any one help ?
