    I am looking to begin developing video ringtones. Does anyone know of any software that can create these?

    Did you try Nokia Multimedia Converter 2.0? It can convert video to 3gp format. Nokia PC Suite comes with version 1.1 of this software, but there's also a 2.0 version with more options you can find around here.
