Fail to add library NetDial

Folks,

I'm developing a simple application which will use netdial. I'm now debugging the application under VC6. Here is the error I've got

AddLibrary netdial[1000056c]
First-chance exception in EPOC.EXE (EIKCOCTL.DLL): 0xC0000005: Access Violation.
The program 'C:\Symbian\6.0\NokiaCPP\Epoc32\Release\wins\udeb\EPOC.EXE' has exited with code 0 (0x0).

Could someone, please, explain what the error means? And maybe with a clue how to solve the problem?
