Am I right?

If the customer want to use JSR-179 enabled mobile device and AP, the operator(carrier) need to setup their own equipment and send location data within the signal.

So even I have a JSR-179 enabled mobile device and suitable AP, I still may not be able to run the AP correctly.

So if we want to write JSR-179 AP, there are two things I need to confirm. Withour these three requirements, it will be impossible to use JSR-179 enabled AP.

1. Mobile phone support JSR-179
2. Operator must have relative tech. and quipment.

I am not sure this assumption is correct or not. Does any one can point out where is the problem or this is just right.
