how to use the "aif builder"?

hello there?
i notice that there is a aif builder in s60v2fp2
but i can not use it, how?

everytime i open it, came out a error message which showed up that it can not locate the zh-cn (my system is chinese),

any advice?

i checked the doc
how few word about how to use it.

I suggest you make your own aif manually.
I have also tried using aif builder many times, but it shows me error too (although we encountered a different error).

i had tried some.
here is my report,

i metioned before when i run the aif builder, showed up some message told me that can not load zh-cn, so i can not support chinese.
then i uninstall the program and download the s60v2fp2-simple chinese edtion, and install it, but the problem still.

then i skept it and excised the use of this very tool.
and when i selected the files needed, and enter the word it asked.
and pressed gernerat, the error message below,

internal error - cpp.exe has returned the error code 2
---------------

what's my problem?

i checked that the emulator had changed to chinese edtion, and in the hello world example, i could enter the chinese, but why the aif builder still could not load chinese(the zh-cn)?
