Your best bet is to go to an Internet cafe with fast bandwidth and download it there, then burn it on a CD (or copy it to a USB disk).
Thanks for the advice. If someone from Symbian or Nokia is listening, why don't you make this service available? Microsoft offers CD alternatives for their "free" Pocket PC development software.
