Most SDK-s do not contain anything like that. You can certainly find it in the source code (available on http://developer.symbian.org), but it may also matter what you expect from this file.

if it is not available at symbian foundation, then you could try API partnering, i.e. open a technical support case for your use case, and if the use case would require this API, the technical support person would direct you on API partnering. Anyway, do prepare a good business case for API partnering.
