Testing Nokia J2ME Application without ISP Data Plan?

Is it possible to test Nokia J2ME Network applications - HTTP, Sockets, etc without signing up with an ISP's data plan?

If possible, how do you do it?

On the PC-based emulator.

If you want to do it on a phone, you can't connect to the network without a "data plan" (unless you also have/run your own private cellular phone network).
