Programatically enabling bluetooth in UIQ

Hi ,
Iam Developing an application in UIQ 2.1 which communicates with PC via bluetooth only. when my application is launched i need to check if bluetooth radio is on and turn it on if its off without user intervention . i had implemented the sames in S60 platform using bteng.lib ->SetPowerstate
for UIQ bteng.lib is not available in UIQ SDK. can anyone please tell the alternative way of turning bluetooth on/off in UIQ ?
