Where to find good and cheap developers in the world?

I am just trying to start a company using the mobile phone and need some help. Do I need to go the Java and Symbian C++ Or WAP and website.

Where do i make the money? How do you get revenue when a network provider accepts your programme/product for their catalogue?

I need to get from having only Flash and Illustrator files of my concept to a full fuctioning mobile and web solution.

Any advise out there?
