Basic steps to send sms from PC to mobile

Hi,
I am developing this application which needs to send the sms alert from the PC to any mobile in the network, I ll be using a GSM modem for this particular purpose. Can anyone please guide me the basic steps to do to create that application and an insight on what are these AT commands. This is an urgent issue and I would be requiring an answer soon please help.......

Basic steps:

1. Open serial (COM) port corresponding to the mobile phone
2. Write appropriate AT command to port
3. Read back results
