What do you mean? Are you talking about JSR-205 - WMA 2.0? If you're talking about MMS take a look at the doc below:

I'm not sure, exactly, what you mean, but there are several kinds of picture messages for slightly different purposes, different encodings, different transport mechanisms/protocols.
The old Nokia format based on SMS is defined in the Nokia Smart Messaging Specification.
Then there's Ericsson's EMS (Enhanced Messaging Service?) SMS extension (which isn't supported on any or at least not on many Nokia devices).
Then there's MMS (Multimedia Message Service) with its own specs by 3GPP and OMA.
And, I guess plain old email and pictures as attachments also apply (protocols defined by IETF, primarily; ignoring things like ISO X.500, or proprietary standards).

In that case, there are no current Nokia phones that can handle EMS (I have a vague recollection that there were a couple of models that could receive them a few years back, but I think none that has ever been able to send/create EMS).
Most phone manufcturers supports Nokia Smart Messaging instead, and MMS or email in addition. I suspect EMS will hang around only on Sony Ericsson devices, if even there.
