Does anyone know how to set hook on IP layer.
I am able to create and set on the device the protocol module (the .prt files).
For complete initialization hook I should add or register or set hook.
I do not know how to do this. And I do not find any document that
describes this technique.

You should get the devkit, though you'd better ask your Symbian contact for further info according to your needs.

In other words, for a company being a Symbian Platinum Partner is enough, but just the first step required for getting to license the Symbian DevKit.

Note also that the people working for a Symbian Platinum Partner company are contractually bound to Symbian and cannot just re-distribute the DevKit or information based on its content to others, or use it any which way they want.
