Where is UserSrv class implemented?

Thanks to help on a newsgroup, I found out that Dll::SetTls() and Dll::Tls() are implemented in euser.lib for emulator builds, but edllstub.lib for device builds. But edllstub.lib itself references class UserSrv, and I have no idea what library it is in, despite spending a couple hours searching the docs and doing file content searches with the system find function.

Does anybody know what library UserSrv is implemented in?

Searching for UserSrv here didn't help, but just reading through some other posts did. I found that edlstub.lib must appear before euser.lib to avoid linker errors.
