You should join Nokia, and work for MSW/TP as I know (maybe NRC works as well).

It seems you have mission impossible...
Why don't you look at other MP3 player, such as OggPlay (http://symbianoggplay.sourceforge.net/), which is an open source project.

Anyway, there are good amont of very nice APIs already offered with public SDKs for audio handling, and normal player APIs are supporting MP3 playing, so, I wouldn't see too much of a point on porting MP3 palyers for the platform.
