setting wlan and sip§?

Is there any way to write a applivation to setup the wlan profile and eventually the sip profile
or is there a format file to download in order to setup these profiles automatically

yes there is.

You can configure the sip settings and register any new network settings and then send them as sms.

you should start by reading the OMA-WAP-ProvCont document
