Does anyone know if the N 3250 has a built in GPS tool like all the other s60 3rd editions? If so how can it be enabled?

There is no GPS hardware inside Nokia 3250. There is however APIs to use different locationing techologies (JSR-179 for Java for example) including GPS (e.g. bluetooth capable GPS device) and location information provided by the operator / carrier.
There is no GPS hardware in other S60 3rd Edition devices either.

I wasn't talking about the hardware. Was talking about hidden applications.

I do not know what hidden application you mean. There are location API you can use from your applications. If you want to use a GPS receiver together with the phone, you need to install a locationing application.

On some S60 3rd Ed. device variants there are apps "Positioning", "Navigator" and "Landmarks". avi777 is possibly talking about those.
When available, they should work with external Bluetooth GPS receivers, at least (I don't know if they work also on operator networks with location services support).
I have pasted below, an excerpt from another forum.
"GPS navigator is hidden on OS9.1......here is how to unlock it..... in order to get GPS navigator on your phone you need TASKMAN all you need to do is open taskman-->misc--->options--->show hidden apps-->installed ..and you will find the navigator!"
There is a screenshot, but I am not able to paste it here. It looks like a N9x phone
