maybe you won't need it, depending on your phone...
but with my n-gage(s60 1st edition phone), i can make standalone apps without sis,c++,sdk...

sis is almost like zip, it contains some files that are copied/pasted in the right folders during installation
you can see(and also extract) what a sis file contain with sistool
