How to send Blink SMS !

Hello

I want to know how can I send Blink SMS to my mobile.
Please explain this to me at some lenght, from the beginning to the end! Also if I need some program for this sending on Blink SMS tell me the name of the program.

Blinking messages can be encoded using UCS2 encoding. Use 00 01 (hex bytes) as a toggle for blinking. This is an additional feature that only works on some older phones.

Which phones exactly support Blink SMS?
I know that the 3210 does, but there are more.

For all newer models I know they don't support Blink SMS.
