Hi synbiam! Welcome to Nokia Discussion Boards!! :)

I guess the problem might be with your ISP. Please check with your network administrator.
Also at the bottom of Forum Nokia web pages there is a "Feedback" option ( http://www.forum.nokia.com/?dfspopup ) let them know exactly what file you are downloading and all the information you can. They should be able to give you more information on this.

I don't think it is an ISP problem..
I think it is a region striction.. they group contries.. (Group B can download, but group C or else can't..)
And neither the java download manager will let you download.
don't you think that's mean??

But still having the problem. I asked my ISP support, and they told me they don't have any problem to prevent me from downloading anything.. I even tried another ISP
I tried DIAL-Up and ADSL.. same problem..

Isn't there a mirror or something where i can download this SDK file:

S60-SDK-0616-3.0-mr.3.749.zip

and the Carbide.vs too??

I couldn't find an other place..

I send a feed back but i'm sure they'll reply: "It's Ur provider's problem" which i don't think so..

If still you cannot download the SDK's, may be you should go and try downloading from a Internet cafe. Just my naughty idea! ;)

BTW, In which country are you located?

I've exactly the same problem if I try to download SDKs or Carbide C++ from my workplace. I remember that I didn't have the problems when I started developing symbian applications three months ago. We are still using the same ISP here, so something must have changed on Nokia's side?
I also sent some feedback about this issue to Nokia a couple of weeks ago, but I haven't received any answer.
At home (german ISP using Telefonica infrastructure) I can download everything without any problem.

Damn.. Restriction..
Plenty of porn.. plenty of ugly stuff.. let them download..
Consumptive stuff.. yess go on.. download as long as you pay...

but when it comes to something educational.. these can download.. BUT NOOOOO... those can't.. they shouldn't.. they may learn.. we don't want them to..

And the most strange thing they consider letting us learn is against the laws..

"This country is 'ADCG' rated as not allowed to download like this stuff. It's against the laws"

Isn't that meanly ridiculous???

Please note this is the same situation in every company I've worked for and I'm basing my response from informtion I've learnt over the years. This ia generalized answer and not specific to Nokia or S60 SDK.

There is an international boycott of certain technologies, for example you can't export crypto technologies to certain states as determined by the United Nations. The ones I know of are Iraq, Iran, North Korea and Cuba there may be others, but I'm pretty sure Syria is not on the list.

The problems is that if your ISP does business in those countries then no matter where in the world you are at, you are boycotted too because apparently the scanning program can determine the internet provider not the home location.

All I can suggest is you go to a different download site or if you are not in a boycotted state you could have someone else in another country download it and then send it to you.

I checked my dns frm here : http://checkip.dyndns.org/. It shown.
I checked my ip frm here : http://www.whatismyip.org/. It shown "unknown". Is that because of this ?

Hope you have gone through the previous posts in this thread. Are you sure that your ISP is not in the blacklist ?
If possible, give a try with a different ISP. Do you have any Firewall installed on your PC/network? Try disabling the firewall and download the SDK. If still problem persists, as a final way, give a try downloading the SDK from an Internet cafe.

Turn-off but still failed. Maybe I need to go to cybercafe to download.

Are you sure that your ISP is not in the blacklist ?

The list is the "U.S. Denied Parties List" and "US Export Compliance List", every person, every company in any country which has a subsidary in the U.S., U.K. or Mainland Europe must adhere to this. The fines are often 10% of global turnover. Fifteen years ago the comany I used to work for was fined $20 Million dollars for failing to check the "US Export Compliance List".

This is what Nokia is trying to avoid.

If something is not on the list it does NOT mean they are free to export to.

In Google type "Export Compliance List" and you can find out all about which countries, people are embargoed and companies statements about which countries they do not export to.

These documents and subject are as dry and boring as it gets.
This is the reason I DO NOT send binary via email.
