The prior to symbian OS in Nokia phones was NOKIA OS.
It's a proprietary of Nokia and used for Nokia's internal use only.
Though you can develop application with J2ME for many NOKIA OS Phones.
You would find Nokia series 40 and series 30 phones based on Nokia OS.

I think it is pseudo code . which is opeated at lower level.
"pseudo code" usually just refers to an artificial programming language used to explain an algorithm or for teaching/education purposes.
So "pseudo code" doesn't directly apply to a real operating system (whether it is a "full" high-level OS or a smaller real-time OS/kernel only).
It isn't really applying either to "intermediate" language run-times either (UCSD, Java or .NET runtimes, or things like in Perl, etc.).
And, definitely, it doesn't apply to the "Nokia OS". In any case, details of it has not been published and is only available for Nokia and Nokia subcontractors developing natively for it. Public information for developers is limited to what's documented for S40/Series 40 and the development layers possible to access (J2ME and Flash-Lite, primarily).
