S60 3rd - Text ticker on home screen

I would like to write an app that can display some scrolling text on the home screen, preferably right above the softkeys. Does anyone know if this is possible? I have tried looking through the SDK documentation for APIs that might be useful, with little luck. Any searches regarding tickers I have done only return information about scrolling text in a listbox, or are unanswered questions.

Additionally, if I can get that to work, I would like to modify it so it only is displayed when the phone returns from the screen saver.

If anyone has done anything like this, or can point me towards any useful information, it would be greatly appreciated.

It's not possible with J2ME, only with native Symbian applications.
Then you could try to go along the lines of this article.
