There's a tool somewhere here on Forum Nokia that let's you create OMA DRM files (it's been some time since I tried this, so you'll have to find it yourself). You can use this on your SIS file. Note that older S60 version don't support OMA DRM.
On OS 7.x and later as far as I know OMA Forward locking is already implemented. You cannot send or forward a SIS file from your device.
As the title says, it prevents certain type of data from being forwarded.
A simple test would be to transfer a si file via bluetooth onto your phone and then try to forward that to another device.
It does a simple check on the filename extension and you will get a message along the lines of "cannot forward copy protected content"
