retrieve CellID from 6682 phone

I am trying to retrieve the iCellId(BTS cell ID) field from CTelephony (GetCurrentNetworkInfo() to get Cell ID ) for several weeks now. The ETEL3RDPARTY.h, include the NewLC() and NewL() as constructor but not include in library image. Does any of you know how to get this library or any other way to get Cell ID. For SDK 2nd Edition FP2, By symbian C++, 6682 phone. Thank you so much in advance.
