    the SDK I have is : s60_2nd_sdk_fp3

    but it did not install the ARM Tool Chain, I dont what shall I do.

    Then it could be a good idea to install it. Check your Start Menu, the installer is there (the installer of the SDK installs the installer of the toolchain :-)
