Phone > PC app > web — need pointers for the PC app

Hi,

My goal is to get a mobile application (built in Java) talking with a server using a PC application as the middleman. All I want to exchange is xml. Right now it works if I go over the air but I don0t want to pay the operators... hence the PC app. In what language should I develop the PC app? Any pointers? I guess the hardest part is getting the PC app to recognize the phone...
