why cann't create .sis file?

hello,I want compile a new project to .sis,but after I type "abld
build armi urel" ,it shows"This project does not support platform,
build or program 'ARMI'".Could some tell me what's wrong it is.

modify the bld.inf
add "ARMI" after "WINS"
then, use this command: "bldmake bldfiles"
u should got a new abld.bat
try: abld build armi urel,
