An error note is received when opening a link that contains the %23 (#) character in an XHTML or a WML page.

Description
When selecting a link containing %23, an error note is received and the page cannot be opened. The browser cuts the URL before %23. The same thing happens when trying to bookmark a URL containing %23 — the page URL is bookmarked only up to the %23 character.
How to reproduce
Go to an XHTML page that has a link to some other page. The link includes the %23 character. Select the link. An error note is received and the page cannot be opened.
