It is not possible get notification events for locking or unlocking the keypad on S60 3rd Edition devices.

Description
S60 SDKs include the Keylock API (RAknKeylock class) which provides a method for programmatically locking and unlocking the device keypad. However, this API does not have an observer interface for the keypad lock status - it is not possible to receive events when the user locks or unlocks the keypad.
