If you are just getting started with developing on Nokia platforms you should go to the Nokia Developer tools page for your your target development framework:

The remainder of this portal contains links to tool and SDK information on the wiki. In general the information is complementary to the tools information in the Nokia Developer Tools pages above.

Tools by Platform

Windows Phone

SDK (26 Mar 2012): The final Windows Phone SDK 7.1.1 Update is available. This update installs into the Windows Phone SDK 7.1 to provide additional APIs, IntelliSense support, and emulator features designed to help target phones with 256 MB of memory, such as the Nokia Lumia 610. For information on the Windows Phone tools, see Windows Phone Tools. Also see Working with Windows Phone devices with 256 MB of memory.

Symbian

We recommend app developers use Qt for targeting Symbian devices. App developers install the Qt SDK, which contains the whole development toolchain (including the Qt Creator IDE).

Qt SDK v1.2 is released (01 Feb 2012): The Qt SDK delivers a complete toolset that supports the creation of apps for the Nokia N9 and Symbian Anna and Belle phones. The Qt SDK 1.2 delivers Qt Creator 2.4.1 and enhanced tools for Symbian and Nokia N9 apps. For developers of desktop applications, Qt 4.8 is included.
For more information about the release see Qt SDK 1.2. You can download Qt SDK from here:Qt SDK

Platform developers (and app developers that want to use Symbian C++) install the Carbide.c++ IDE and a Symbian platform SDK.

Maemo/MeeGo
