In addition, you can develop apps in the Chinese language.

Windows Phone SDK 7.1.1 Update
This update adds new features and tools to the WP SDK 7.1, such as an API to detect a phone's available memory, IntelliSense support to communicate device targeting preferences, and emulation of a phone with 256 MB of memory. A 'go live' license is included, so you can publish your apps to Marketplace.
The update must be installed over an installation of WP SDK 7.1. It's provided in localized versions for each of the 10 languages available in the WP SDK 7.1, including Chinese. In addition to support on Windows 7, the ability to run the tools on Windows 8 is also provided.
