Symbian provides the epoc.exe emulator executable,
which can be launched from the command line. For more information on using

The Symbian build chain enables building your application for the mobile device from the command line without the need for an IDE. If you update your command line interface environment with the latest WINSCW compiler, then you can also build your application for the emulator from the command line.
